  Abstract

Illegal IPTV(Internet Protocol Television) refers to the unauthorized retransmission of domestic broadcasts to foreign countries through internet protocols, constituting a crime of copyright infringement. In this process, video content is extracted using set-top boxes and encoders domestically, while transmission facilities and servers are operated abroad to distribute the content. Since the unauthorized distribution occurs abroad, tracking the operators is challenging, thereby requiring international cooperation for investigation. This study analyzes operator tracking clues that can be obtained from the communication data of ISD(Illegal Streaming Devices) and proposes a design framework for an investigative system. The ISD analysis was conducted by examining investigative cases to comprehend the operational structure of illegal IPTV services, followed by the development of communication data analysis methods. By analyzing network packets from applications installed on three ISDs, key tracking elements such as IP addresses, domains, and communication data were identified. The proposed system categorizes tracking elements into ① IP information, ② communication data, and ③ communication purposes. It incorporates digital forensic procedures and is composed of four modules: ① data collection, ② preprocessing, ③ analysis, and ④ law enforcement. This study seeks to enhance the efficiency of illegal IPTV investigations and alleviate procedural complexities.
